Workshop in Gharyan Municipality on improving the cost efficiency of basic primary education.

On January 11th, the United States Agency for International Development (USAID), through its Libya Public Financial Management (LPFM) project, conducted a workshop in Gharyan Municipality on improving the cost efficiency of basic primary education.

The workshop gathered participants from several departments in the municipality of Gharyan, including human resources, economics, finance, and public projects and quality control. Participants met to discuss how their efforts will help to identify a primary education package of supplies and services, which the project’s advisors will then cost out as part of establishing the budget for a sample of schools in Gharyan. This is an important step before the municipality of Gharyan approves the budget.

The Communications Specialist at Libya Public Financial Management (LPFM) Seraj Hamid add “Decentralizing primary education is challenging given the limited subnational authority extended to education in Law 59. LPFM is working closely with Gharyan through a continued collaboration, in hopes that this partnership will unlock the fundamental set of primary education needs. A more efficient municipal budgeting process for education will benefit the children and the wider community.”

Libya Public Financial Management (LPFM /Bab Al Tamkeen) is a 5-year initiative of the United States Agency for International Development (USAID) in Libya, implemented by the Pragma Corporation. It provides technical assistance and capacity building at national and municipal levels to strengthen Libya’s public financial management, revitalize the electricity sector, improve the delivery of key public services, and stimulate job and private sector growth.
