For the above project, ACTED is looking for an Implementing Partner which demonstrates the capacities to implement the following activities in the South of Libya:
Project Duration: 01st September 2020- 30th August 2022
Activity 1: Hold two regional CSO consultations with 30 CSOs in Sebha with the aim of providing an introduction to the program, building partnerships, and facilitating exchanges on challenges and opportunities for CSOs. One of the consultations is to be held at the beginning of the project and a second one in the last year.
Activity 2: Facilitate a capacity assessment of 20 CSOs in the South of Libya with the ACTED GOCA tool. One assessment with this tool should be taking about one hour. Assessments should ideally be done in person (but by phone is possible) and might require travel to below mentioned municipalities. Activity 3:
Participate in Training of Trainer scheme by ACTED (cost covered by ACTED) and provide tailored organizational development support to at least 7 CSOs in the South of Libya through workshops.
Activity 4: Facilitate at least 3 collaboration and networking events.
Minimum Eligibility Requirements
Criteria for projects:
•Proposed start date: 01-09-2020.
•Duration of project implementation: Two years
•Grant amount: As part of their proposals, a maximum of 100,000 LYD can be proposed by the CSO applicants for project implementation.
Criteria for organizations:
•Organizations must be registered in the civil society commission, with an updated renewal for 2020. If not, they should be able to prove that they are in the process to be registered.
•Organizations should have a proven ability or mandate to mobilize volunteers and involve the local community in the project implementation and local councils.
•Organizations’ vision/mandate must be in line with the project they want to implement.
•Organizations should be able and willing to travel to following municipalities:

•Organizations must have a bank account.
•Organizations’ 2019 budget should not be less than 15,000LYD.
•Organizations’ 2020 confirmed budget should not be less than 10,000LYD.
Project Selection Mechanism:
Upon receipt of the Expression of Interest, ACTED will invite the organizations to present themselves and their programming. In a next stage, ACTED will perform a Due Diligence on the organization which will be used as foundation for partnership, risk management and capacity building.
The successful organizations should be able to present continuity of operations for at least one year and relevant experience with CSO networking and capacity building. Further the CSO should have some basic administrative and financial systems in place and be willing to work with ACTED on improving these systems in the course of the project. Organizations must have a track record of successful past experiences and grants management.
Payment schedule and conditions for payment release:
The grant will be paid in several installments relating to completion of project outputs. The organization will receive the first installment 30 days after grant signature. After all supporting documents for the first
installment are provided; the next installment will be given. The submission of monthly financial and narrative reports will be required.

•All applications must be submitted before the 21/06/2020 at 12:00 AM Libya Local time at the address(libya.grants@acted.org)
•The EoI will be received in soft copy and must be sent to libya.grants@acted.org
•Proposals should preferably be submitted in English language but also Arabic submissions will be accepted and then translated by ACTEDs translator. It is to be noted that for good coordination knowledge of key staff of English will be an advantage for the projects success

Evaluation criteria:
•Operational capacity (40 points)
oThe applicant should have sufficient experience of project and grants management (20 points)
oThe applicant should have sufficient technical expertise to deal with the issue the project aims to address (20 points)
•Effectiveness and Feasibility (10 points)
oThe activities should be clearly described (5 points)
oThe action plan should be clear and feasible (5 points)
•Sustainability (10 points)
oThe applicant shall demonstrate how the action can be sustainable (10 points)
•Budget (20 points)
oCosts of the activities should be appropriately reflected in the budget (10 points)
oThe planned costs should be realistic and necessary to achieve the objectives of the project (10 points)
