The National Oil Corporation (NOC) of Libya devoted its services and contribute to the development of remote areas deprived of services and development. The project to establish the South Refinery, which was approved by the Government of National Unity in accordance with its Resolution No. 442- 2021, is one of the development projects that the Corporation relies on to support stability within the region. In its quest to attract international companies with a proven track record, quality of implementation, and high reputation within the field of refining technologies, the petrochemical industry, and the establishment of refineries.
Today, the Chairman of the Board of Directors of the NOC, Mustafa Sanalla, held a meeting with American Company, Honeywell UOP in London to discuss the company’s contribution to the oil and gas sector project portfolio, foremost of which is the project to establish the South Refinery as well as the development of the Tobruk refinery to produce car gasoline.
The meeting also touched upon the company’s contribution to the establishment of manufacturing and fabrication facilities within Libya to maximize local content. The company has expressed its desire to fully participate in all projects, commencing with the South Refinery project, and in the coming days, details of the project scope of work, implementation contract Philosophy shall be further discussed.

The meeting was attended by Dr. Khalifa Abdelsadek, Senior Technical Advisor to the NOC Chairman and CEO of Murzuq Oil Services Limited, Mr. Ayad Al-Zinad, Senior Consultant at Zallaf Libya Oil and Gas, Mr. Paul Nicholson Project Director of Murzuq Oil Services Limited, and Mr Jim Moshi General Manager – Honeywell UOP Middle East, Ranjit Kulkarni, Sales Director – Honeywell UOP Middle East.
