Linataawan
Linataawan invites all interested civil society organizations to apply for this Call for Expression of Interest for capacity building. Linataawan, co-funded by the European Union and implemented by the British Council, ACTED, and CILG- VNG International, aims to strengthen civil society’s role in democratic local governance, accountability, and local development in Libya by improving the technical capacities and the effectiveness of Libyan CSOs.
This is a call for CSOs interested in improving skills in project design, project management, and strategic alliances with local municipalities and other local decision-makers to deliver community activity and service delivery. We are offering two capacity building programmes focused on different skills sets:
- CSO Pilot Projects: A three-day skills course for CSOs to learn how to strengthen project proposals to include partnerships with municipalities to deliver realistic, useful, and achievable projects.
- Thinking and Working Strategically: An eight-day capacity building course in advanced skills in thinking and working strategically for relationship development to improve community-based activity and service delivery with a focus on engagement with municipalities, inclusion of marginalised groups, and local context dynamics.
The application process is the same for either course and will include a project proposal outline to be developed into a full proposal during the training.
Following the capacity building programmes, CSOs will be eligible to apply for grants and funds through a competitive process.
Minimum Eligibility Requirements
- Organizations must be registered in the Civil Society Commission, with an updated renewal for 2021. If not, they should be able to prove that they are in the process of registration or renewal.
- Organizations’ vision/mandate must be clearly defined.
- Organizations must have a bank account in an authorized Libyan Bank & LYD Currency Account.
- A stamped copy of the statute/regulation of the CSO.
- CSOs can apply for only one project. Organisations that submit more than one application will not be eligible.
- Projects must last no longer than eight (8) months.
CSO projects themes
Financial support is offered to CSO projects related to the following fields of intervention:
- The contribution to the development of municipal work
- The amelioration of service delivery
- The reinforcement of the participation and reactivation of local CSOs to municipal council affairs and conflict prevention
The identification of the topics of the CSO projects can be inspired by previous projects implemented by CILG VNG International.

The deadline for applications is 15 June 2021. Late submissions will not be accepted.
Applications can be in English or Arabic.
