Administrative Control is demanding the Central Bank of Libya with reforms concerning the family grant

The Administrative Control Authority requested the Central Bank of Libya to make reforms in respect of the grant of Libyan families. The Administrative Control Authority noted many difficulties and obstacles through the follow-up for the performance of commercial banks in the implementation of the publication of the Central Bank of Libya No. (3/2017) on the sale of foreign exchange for personal purposes.

This resulted in the resentment of many citizens to the poor services provided by banks, the failure and negligence of some banks to complete the program of grant to the Libyan families, and the absence of mechanism and coordination between the branches and public administrations to complete the procedures of receipt and delivery of cards ready for citizens.

It was also evident that most public administrations lacked compliance to form committees for complaints as stipulated in the publication to address the problems resulting from any defect in its implementation as well as that some banks accepted requests to buy currency to non-customers without the provisions in compliance with the conditions necessary in the provision of services. This resulted in the occurrence of fraud in the disbursement of receivables and other irregularities.

Based on the above, the Administrative Control Authority called upon the Central Bank of Libya to take the necessary and sufficient measures to deal with the said observations in order to ensure the improvement of this service and the suspension of the work of circular No. (3/2017) on the receipt of all the targeted Libyan families according to this publication.
