ACA reminds of regulation prohibiting Libyan dual nationals from holding top positions

The ACA sends out a reminder that Libyan dual nationals are prohibited from holding top state positions.

The Tripoli-based Administrative Control Authority (ACA) has issued a statement reminding all state bodies of the 2010 regulation (No 24) that prohibits Libyans with dual nationalities from holding any top state positions. The ACA is the state monitoring body concerned with state-sector employees.

It is not clear why the ACA has felt it needed to release such a statement particularly at this time, but it was probably induced by the increased talk of elections being held in 2018 and the launch by High National Election Commission (HNEC) of voter registration.

The issue of Libyans with dual nationality is a very politicized one and has been so since the 17th February 2011 revolution as debate has raged as to whether dual nationals should be allowed to hold the highest positions of the land.

A new electoral law is expected to be issued for the proposed 2018 elections which would determine if Libyan dual nationals can stand for parliamentary elections, prime minister or president.
