On Wednesday, 15/12/2021, a delegation from the General Administration of Inspection and Measurement visited the Zueitina Oil Port, which is operated by the Zueitina Oil Company, in order to see closely the status of the export measurement systems in the port and examine the needs for development and modernization of these systems, and to discuss with the port’s measurement office inspectors and the company’s specialists from Operations and maintenance in order to build an action plan to improve the existing systems by conducting periodic calibration.
The delegation included the Director General of the General Administration of Inspection and Measurement / M. Ali Al-Saadi, Director of the Measurement Department / M. Hamed Al-Tawati, Monitor of Measurement and Statistics, Mr. Walid Aoun, and Coordinator of Statistics and Reports, Mr. Abdel-Fattah Al-Haddar.

The field visit included a number of measurement systems, including ownership transfer counters to measure crude oil exports, condensed naphtha meters and liquefied gas meters in the gas plant, in addition to the control rooms and the quality analysis laboratory, where the delegation discussed technical problems and the lack of spare parts that obstruct the functioning of these systems And the urgent and urgent need to implement the approved development and modernization projects to replace outdated systems that were affected by budget delays.

A meeting was held in the port’s meeting room in the presence of / Mr. / Ahmed Souissi – port operations controller and in the presence of the coordinator and supervisor of the inspection and measurement office and the company’s specialists from operations and maintenance in the movement of oil and the supervisor of the gas plant, and the meeting discussed the assessment of the existing status of the measurement systems at the site in conformity with the international standard standards applied in the General Administration of Inspection and Measurement And the best ways to overcome all the difficulties facing the site in operating, calibrating and testing these systems. The Director General of the General Administration of Inspection and Measurement confirmed the keenness of the National Oil Corporation to give the highest priority to the development of measurement systems at the port by approving the projects of flow measurement systems for exports of crude oil, liquefied gas and condensate, in addition to systems Measure the level that operates with modern technologies to be installed on all tanks, and that the administration will follow up the timeline for the implementation of these projects in accordance with the phased approval plan stipulated in the Libyan measurement guide.
