The International Report on Democracy is announced in cooperation with the DW Academy and the Erato Media, Culture and Arts Organization
Artists, media, cinematographers and Libyan civil society organizations apply for the films and radio broadcasts that deal with issues related to democracy.
The winners will receive prizes in the form of displaying the winning works on television or radio stations, a study trip to Berlin to attend a film festival and visit the most important German media and political institutions.
The competition includes the following categories:
A radio clip of 45 seconds
A three-minute documentary
Narrative film of not more than three minutes
Deadline for application is 17.10.2019.
Participation is open to individuals, civil society organizations and Libyan production companies.
Applicants are allowed to publish the artwork on its web pages if nominated for the short list and display it in television or radio stations if applicant wins an award.
Eighteen short-listed artworks will be nominated and uploaded on the Facebook page of the organization to contest the popularity of social media.
Conditions for participation in the competition:
Artistic work must address one of the following topics related to the concept of democracy in Libya.
Public or fundamental freedoms
Gender equality
Separation of powers
Non-discrimination
Civil and political rights
Independence of the judiciary
Pluralism
Rule of law
Accounting and transparency
Decentralization
The election
The Constitution
Peaceful transfer of power
It must not have been more than a year since the production of the artwork and has not been shown before on television or broadcast on radio stations. In case of winning, the winners must ensure that their passport is valid until at least April 2020 to obtain a visa to travel to Germany. The organization cannot assist in the process of issuing a new passport.
Accepted artworks must meet the following technical specifications:
The radio paragraph does not exceed 45 seconds.
Its quality shall not be less than:

documentary film
Its duration does not exceed three minutes
Animations or others
HD or p1080
Fiction film
Its duration does not exceed three minutes
