BACKGROUND:
The International Rescue Committee (IRC) has received funding from the European Union for the project titled: “Evidence Based NCD Care: A Model for PHC in Libya). The IRC is the lead implementer and will work with Primary Care International (PCI) and Primiere Urgence Internationale (PUI) to pilot implementation in four municipalities across Libya.
The overall objective of the joint project is the reduction in NCD-related morbidity and mortality in the Libyan population. This objective will be realized through equipping Libyan Health services with the skills, resources and technical expertise needed in order to effectively prevent and manage NCDs across pilot sites. This requires a multi-pronged approach encompassing prevention, early intervention and management as well as an overarching concern for the cohesion across the health sector essential to the long-term impact of this project in terms of learning and eventual roll-out nationwide. Pilot sites proposed for this project are: Souk Al-Goumma, Zleiten, Gharian and Benghazi.
To ensure that the MoH maintains adequate capacity for leadership during project implementation as well as maintain gains in the long run to continue improving the health system, the project will undertake to train staff at the MoH Primary Health Care Directorate at a post-graduate level. Through the project scholarship scheme, candidates identified through a competitive process, will be sponsored for a Masters’ degree in relevant institutions within Europe.
The scholarship and financial support to travel/living expenses will provide opportunities for distinguished individuals to access training and/or capacity building in Europe and/or in the Neighborhood region in the field of non-communicable disease prevention and/or management, public health, and/or health policy and planning or equivalent postgraduate degree in order to empower them to raise the profile of NCD prevention and treatment services and/or to better integrate such services in health service delivery in Libya. The scholarship will cover the cost of tuition, training materials, and stationery, travel and living expenses.

Beneficiaries of this sponsorship are expected to return to Libya for a minimum of three years post training to ensure that the national health system benefits from the acquired knowledge, skills and leadership. The IRC will make appropriate arrangements with the training institutions to monitor and implement this requirement.

Scholarship and financial support for travel/living expenses will be allocated with due consideration to age, gender, willingness and commitment of the candidate in the form of a statement or motivation letter, his/ her current roles and responsibilities, and his/her potential to return to Libya following the completion of the training.
