The Embassy of Canada to Libya is calling for proposal to be submitted to the Canada Fund for Local Initiatives (CFLI) for small projects in Libya.

The CFLI is a responsive, flexible programme, managed by the Embassy of Canada to Libya, out of its temporary offices in Tunis, Tunisia. The CFLI funds small but visible, high impact, results-oriented projects which are typically proposed and implemented by local NGOs and other grassroots organisations such as local councils, cooperatives and civil society groups. This enables Canada to respond to local needs by working at the community level. Equally important, the CFLI serves to strengthen Canada’s relationships with civil society and local communities and to build networks of contacts in countries around the world.

Projects must fall within one of the 2017-2018 CFLI priorities:

  1. Empowering women and girls and promoting gender equality
  2. Promoting human development, specifically in the areas of health, nutrition, and education
  3. Championing human rights, inclusive and accountable governance, democracy, peaceful pluralism, and respect for diversity
  4. Supporting inclusive and green economic growth
  5. Promoting action on the environment, including water and climate change
  6. Promoting peace and security

What Types of Projects Will the CFLI Fund?

Projects should address the identified needs of local communities in Libya.

Emphasis will be placed on accountable and sustainable projects that foster capacity-building, community development and empowerment.

CFLI supported projects should include considerations of the cross-cutting themes of environmental sustainability and gender equality. All CFLI-funded projects will undergo a screening process to determine whether a full environmental assessment will be necessary.

The CFLI only provides contributions for project related expenses covered by a contribution agreement. It does not cover over-head costs such as those related to the administration of an organisation, ongoing or recurring projects, large-scale construction, or general budgetary needs.

Available Funding: $10,000 to $25,000 (Canadian dollars) per project.

Term of Projects: All project activities must be completed between the date of signature of the

Contribution Agreement by 28 February 2018.
